Jay Toven has directed the operations of OMS since 2006. He leads a staff of 50 professionals, who execute the Agency’s programs for human resources, grants and contract management, budget, policy development, program planning and evaluation, and administrative services.

Using his extensive background in human resources and administrative management, Mr. Toven has worked to meet AHRQ’s needs in both administrative and personnel services since 1991, when he received his B.A. in psychology from American University.
