If Enhanced Tax Credits Expire, Off-Marketplace ACA-Compliant Silver Plans May Reduce Premiums for High-Income Families
Families with higher incomes searching for individual insurance may consider purchasing Affordable Care Act–compliant plans off-marketplace to reduce their premiums, according to an ´óÏóÊÓƵstudy published in American Journal of Managed Care. Families with incomes above 400 percent of the federal poverty level were ineligible for marketplace premium tax credits before 2021, and they may be again after 2025 when enhanced premium tax credits expire. Off-marketplace plans were widely available in 2020, and the average total premium for lowest-cost off-marketplace silver plans was more than 11 percent lower than similar on-marketplace plans. Bronze and gold plans tended to have higher premiums off-marketplace. Higher-income families who lose their premium tax credits may save money by choosing off-marketplace silver plans, but few would have access to off-marketplace bronze and gold plans with lower premiums than those available on-marketplace.
